N4 Communication / HRCP ChassisManager System - Wednesday, June 18, 2014

N4 Implementation

Dear ChassisManager Customer,

VIT has announced that it will be implementing the Navis N4 Terminal Operating System at Norfolk International Terminals (NIT) beginning at 7:00 PM on Friday, June 20. 

As a precaution, IAS and HRCP will suspend processing of gate event data into ChassisManager from ALL HRCP start/stop facilities starting on Saturday, June 21 through Monday, June 23.  While it is not anticipated there will be issues, once it is determined that all event data has been received and is in good order, IAS will process the information in its proper sequence and generate rental information.  This action will eliminate the potential of incorrect chassis rentals that may result from any outage as a result of the N4 implementation.

Assuming no issues, your chassis rental activity from the period noted above will be visible in ChassisManager Tuesday, June 24.

HRCP Option 2 Street Turn Announcement - Wednesday, June 11, 2014

Effective immediately, the dispute process for Option 2 billing will no longer process street turns from motor carriers to ship lines and vice versa. We ask that the motor carrier or ship line, that is the bill to party for the activity associated with gate out, seek reimbursement from the party who is deemed responsible for the return leg of the trip.

Please also note that HRCP is moving forward with implementation of street- turn functionality allowing motor carriers to easily exchange chassis between themselves when a ship line and related questions of billing liability are not involved.

Effective June 1, 2014, ZIM will join HRCP Option 2 chassis usage billing through Chassis Manager - Wednesday, April 30, 2014

ZIM has been in the process of transitioning away from providing chassis to Motor Carriers for moves in the Hampton Roads area (primarily Norfolk, Portsmouth and Chesapeake) in favor of Hampton Roads Chassis Pool (HRCP).  The transition process is now complete and HRCP is designated as ZIM’s preferred chassis supplier.

Please note that effective June 1, 2014, ZIM will be implementing MH/CH + exception billing for chassis rental activity that starts on or after June 1, 2014.  Chassis usage for Merchant Haulage in Hampton Roads will be invoiced directly by Hampton Roads Chassis Pool through the IAS Chassis Manager System.   Carrier Haulage moves, including those subject to service contract and pool booking exceptions, will be invoiced directly to ZIM. 

 
Attention Motor Carriers - Misparked Chassis at Norfolk International Terminals - Tuesday, April 29, 2014

 

Effective immediately:

In an effort to keep NIT safe and roadways clear of unnecessary equipment, VIT/ HRCP are requiring all HRCP chassis to be returned to the NCY when utilizing NIT.  This change will also ensure a better available inventory of roadworthy chassis on terminal.    

The only exception to the policy is when a driver is swapping a chassis for size or damage, the Chassis Service Area (CSA) adjacent to the tower may be utilized.

Motor carriers will be invoiced a $50 fee, per chassis, for failure to comply with this policy.

Effective May 1, 2014, MOL will join HRCP Option 2 chassis usage billing through Chassis Manager - Friday, April 18, 2014

MOL will be implementing 100% MH billing for chassis rental activity that starts on or after May 1, 2014.

New Chassis Pickup / Return Policy at NIT Effective Monday April 14, 2014 - Friday, April 11, 2014

The Port of Virginia, at NIT, has a goal to improve the drivers experience when picking up a good available chassis. To achieve this goal we will implement a new process for picking up and dropping off chassis. The process will start at NIT first on April 14th. As we learn from the new process we plan implementation at APMT.

Drivers will be required to pick-up and drop off all chassis at the NCY chassis yard unless one of the conditions listed below exist. Roadworthy chassis will be available on terminal, inside the Chassis Service Area (CSA) located next to the Tower, for drivers which require a chassis swap for size or damage. Below are some scenarios the trucking community will encounter and the respective action.

Note: There will be times when a driver enters the terminal with a chassis for pickup of container, knowing the container is on wheels. In these cases we encourage the driver to drop-off the inbound chassis at the NCY prior to entering the terminal.

If the driver enters terminal with a chassis, and is not aware the pickup container is already mounted on a chassis, the driver may drop chassis at the CSA on terminal.

Damaged chassis will no longer be located in T9. Please return all damaged chassis to the NCY.

 
November 1st Rate Change - ChassisManager Information - Friday, October 25, 2013

 

Please be advised that the rate change is scheduled to process through the ChassisManager system effective Nov. 1st, 2013.  The rate will increase to $11.15/day per the announcement on Oct. 1st, 2013.  Please review the below details regarding this change in the system.

-Open trips to be closed at the end of the day on Oct 31 and reopened Nov 1 to apply the new rate ($11.15).

-The current rental will be stopped on Oct 31 and the rental # will be amended as "XXQI-123456-RTCHSTP"

-The rental will restart on Nov 1 and the rental # will be amended as "XXQI-123456-RTCHSTRT"

 
HRCP General Rate Increase - Effective November 1, 2013 - Tuesday, October 01, 2013


Effective November 1, 2013, HRCP will be assessing a general rate increase to both Option 1 and Option 2 members.   While HRCP prides itself in cost control measures, these rate increases reflect the ongoing economic cost increases HRCP has continued to experience during 2013.

Attention Motor Carriers: HRCP Lease of DCLI Chassis - Thursday, January 17, 2013

 

Please be advised that HRCP will be leasing DCLI chassis which will be part of the normal HRCP fleet.  We are leasing approximately 400 DCLI Chassis which are currently being added into the pool.  These will be clearly marked (see below pictures) with an orange HRCP stencil on the main rails and a white bolster.  These chassis will be billed at the HRCP daily rental rate of $10 for Option 2 shiplines.  They may also be used for any member of HRCP Option 1 as well.
